Overview

The physical and chemical phenomena proceeding in the upper atmosphere and the ionosphere occur in the conditions and the scales which are not available in usual laboratories. Moreover, it is possible to create such non-equilibrium conditions under studying the response of an environment on the external perturbations which are difficult for realizing on the Earth generally. Problems existing here are of interest for a wide range of the investigators working in various areas of a science and techniques. At the same time it is necessary to carry out the additional researches which are connected with the high human activity in the atmosphere - ionosphere system, leading to occurrence of new risks. They concern with an active development of the manned and uninhabited orbital systems, aircraft (including the using height of an average atmosphere), new kinds of communication, long-distance transmission circuit, etc. Non-stationary atmosphere - ionosphere system is the subject of powerful natural affects. Its bottom level is disturbed by earthquakes, volcanic eruptions, typhoons, thunder-storms. From above it is influenced by the geomagnetic storm. As a result of these processes such disturbing factors, as powerful atmospheric perturbations, electric currents, electromagnetic radiations in the various spectrum ranges, the plasma and optical disturbances, an accelerated particles, the increased level of a radioactivity, and changing of ionic and molecular components. Besides, the microwave radiation of highly excited particles of the ionosphere accompanying the processes of increase of solar activity and appearance of the magnetic storms exerts negative influence on the mankind. Its spectrum, apparently, is completely defined by the neutral ionosphere components. The knowledge of the influencing factor origin allows to use them for disaster monitoring and to create the corresponding techniques on this base. Great attention should also be given to the issues interrelated with modern nanotechnology, and environmental protection.

The International conference "Atmosphere, ionosphere, safety" (AIS-2010) is devoted to: (i) analysis of the atmosphere-ionosphere response on natural and man-made processes, the reasons of occurrence of the various accompanying geophysical phenomena, and an estimation of possible consequences of their influence on the person and technological systems; (ii) studying of the monitoring possibility and search of the ways for the risk level decrease. Discussion of the physical and chemical processes accompanying the observable geophysical phenomena is supposed. 

Sections

Elementary processes in the upper atmosphere and ionosphere (section E)
Chair G.V.Golubkov

Reports on the dynamics of elementary processes accompanied with electronically excited and charged particles including ionization, recombination, and the processes of excited state quenching. The radiative and collision processes induced by electron precipitation from the ionosphere during the solar activity periods and due to action of internal radiations incoming to the Earth's atmosphere are planned to be included. The processes of microwave radiation, affecting actively on live organisms, will be also considered. According to aerospace measurements the radiation forms at the height of order 100 km below the Earths surface and accounts for the excitation of Rydberg’s atoms and molecules. The general attention will be given to the environment influence to the characteristics of the considered processes as the functions of properties of the atmosphere.

Dynamics of atmosphere aerosols (section A)

This Section is planned to report on the new achievements in the kinetics of atmospheric aerosol processes Although this area of aerosol physics had been explored by the whole army of scientists, there still remained plenty of white spots urgently needed to cover for. Among them: kinetics of aerosol processes in the transition regime, the mechanisms of formation the secondary aerosol particles in the atmosphere, uptake of trace gas molecules by aerosol particles, chemical reactions in the aerosol particles, coagulation processes in the atmosphere, particle charging and recombination, the activity of neutral and charged aerosol particles as cloud condensation nuclei. 

Electromagnetic and optical phenomena in the atmosphere including long-lived and plasma objects (section P)

11th International Symposium on Ball Lightning (ISBL-10)
4th International Symposium on Unconventional Plasmas (ISUP-10)

In the framework of the section P "11th International Symposium on Ball Lightning (ISBL-10)" and "4th International Symposium on Unconventional Plasmas (ISUP-10)" will take place.

Reports on the lightning and ball lightning generation processes accompanied by the disaster phenomena will be considered. Questions of unconventional plasmas, long-lived objects, their experimental and theoretical modeling will be represented. The dynamics of distribution and interaction of the nanoscaled, large plasma and long-lived formations with the substances and biological objects in the atmosphere will be offered.

Ionosphere dynamics and atmosphere - ionosphere coupling (section D)

Reports on the following directions of researches will be presented: (i) formation of perturbation sources in the atmosphere and the ionosphere related to disasters phenomena (earthquakes, typhoons, volcanic eruptions, technogenic catastrophes, etc.); (ii) ionosphere response to influences  of various origins (electric currents, acoustic waves, radioactivity, etc.); (iii) generation and propagation of the electromagnetic and plasma perturbations in the ionosphere. 

Information systems of the environment monitoring and the accident prevention (section S)
Chair L.S. Chudnovsky

The subject of reports cover the following direction of researches: (i) the new tool devices for space researches and monitoring of environment; (ii) using the new mathematical methods of the data processing; analyses of the experimental data; the new mathematical models disign by results of experimental data processing; (iii) data analyses of the environment monitoring; (iv) protection of the electronic equipment on-board equipment from external influences (ionizing radiation, particle fluxes, electromagnetic pulses, etc.); (v) modern nanotechnology and environmental protection; (vi) social security (mathematical modelling).

Combustion and Pollution: Environmental Impact (section C)
Chair S.M.Frolov

This section is implied to provide an overview of the state-of-the-art in the intrincically interrelated disciplines: combustion technology and physical chemistry of atmospheric pollution. Research scientists working in the field of combustion propulsion, fire and explosion safety, atmospheric chemistry and environmental protection are invited to participate. 

The Conference Scientific Program will include:

  • invited plenary and keynote lectures
  • oral presentations
  • poster sessions

We would like kindly to invite all scientists interested in understanding and exploring chemical and physical processes in atmosphere and ionosphere for an exciting 7-day scientific summer event to Kaliningrad (former Koenigsberg).

SCIENTIFIC PROGRAMME

The Conference will include morning sessions with invited plenary and keynote lectures (40 min), afternoon sessions with accepted orals (20 min) and three evening poster sessions with short oral presentations (2-3 min). All the participants, who intend to take part in poster sessions, are required to prepare posters with size no more 80cm length and 120cm height.
